Calling all engine guru's......4 stroke engine swap and VIN?

O.K. So I REALLY want to take my bike back to the states but it has to have one of two things:

1) A proper VIN number for registration for legal reasons to ride in the state of California. This should not be a large problem, but I don't have much knowledge on it. If you would like to include any information to let me know of, I have your upmost of attention. I have made a few calls back home to parts shops and specialty work garages, but they're not sure since they don't import frames. I'm not sure who to contact other then the DMV (who would put me on hold until I hung up, im sure ot it).

2) I have seen in a thread not too long ago that someone had done an engine swap to a single piston four stroke setup. If I could bolt something functional, no matter how little power it puts out, the USAF vehicle inspection and TMO shipment division would most likely let it slide as far as packing it with my belongings back to the states. Any further information on the idea?

I have a friend that has a mc-18 that he dismantled and shipped it with his belongings from Japan to where ever he was stationed next. I think he has shipping crates just for his bike. You could ship it to the states piece buy piece just take lots of pictures.

I was in the Air Force. I shipped 4 different bikes in my HHG shipment that had insuffecient VIN's with no problems at all. Do the proper paperwork and list them as "off-highway" vehicles.

I shipped:
-my MC28
-a 2000 RS250 (Honda)
-a '90 XR250
-an FZR400
-a whole slew of other motorcycle parts including another FZR400 frame.

The stuff went from Yokota AB to my house in WA in about 6 weeks, no hitches.
