Well, that's a most unusual one. Normally, if you can get the pulley to cycle to HI, everything should be fine. As it is, it sounds like a failure of the servo control circuit, but something I've never seen before personally. Sounds like you're going to need to get the PGM checked.
I'd suggest you try dropping Nick at 2TRaceLab a message, explaining the issue, and see if he's ever encountered the problem before.
