I'm not sure if NSR-WORLD would be suitable as a bona fide "club", but if DVLA are prepared to accept a dating confirmation/report I am happy to knock something "official" up for you [and other Ti Members]. Obviously I would need to have photos of the bike/frame number/engine number etc. Not that I don't trust you, but I expect there would need to be a reliable paper trail, because official jobsworths just love that kind of thing!
Maybe call DVLA and ask them? Tell them NSR-WORLD is a UK based website, established in 2000, specialising in the JDM NSR250R, and see what they say. I don't want to blow my own trumpet, but I think I know my sh*t when it comes to being able to classify an NSR for the DVLA, who almost certainly know f*ck all!
