If I read this right you say "the Honda pics show the floats at the top"...the way I read the image posted by Andy above is that the floats dangle below the pivot pin, i.e. the floats are at the bottom.
This makes perfect sense, you want the carbs held precisely at 90 degree and the float will "dangle" using gravity to the setting position...surely if you have the floats facing upwards and the pivot pin at the lowest point the floats could "fall" off centre and give a false reading. Not sure why the Tyga image shows them in an opposite orientation.

Does your bike run OK with the setting you have?
