No, MC21 tank bolts on the front, MC18 clips under the frame. Mc18 tank is also longer and thinner.

Mc28 tank will fit a '21 mind.

Thanks! I was going to buy a MC18 tank on ebay but I did notice the front mounting tab was under the tank unlike the MC21...

Well, according to the guy that was selling the tank, he fit a MC21 tank on his MC18 with no issues. So maybe they only swap one way. Not sure.
