Still having trouble with my MC21 PV Servo!?

Still having trouble with my MC21 PV Servo!?

I have tested the TPS with a multi metre, it is working!
when i turn ignition on the PV servo goes straight to high and bounces.. like its still trying to turn? doesn't matter if the TPS is plugged in or not it still does the same.
The wires that come out of the PV servo.. there is a plug of 4 wires, then there is a slightly fatter light green wire (earth im guessing) now if i unplug the light green wire the PV servo turns to low and stays there.
as soon as i plug it back in the PV servo goes to high and bounces!

Any ideas what's going on??

The only thing missing from the wiring loom is the starter relay, could this have anything to do with it?

Any help appreciated

The cables to the valves haven't been crossed have they?

I havnt fitted the cables yet.. would this make a difference to how the servo worked??
