if anyone is anywhere near to their 21/28 today could you pleade tell me size of the circumfrence of the bars.....i.e 22mm???

You are near as damn it with 22mm, Wink

at least within a few thou'.
Most bikes have 7/8" bars and 22mm is roughly the metric equivalent.
