My understanding is 525 was an HRC only program, and not commercially available.

I only know of 000 [the original HRC card], 010 [dry], 020 [wet], and 030 [all-purpose/superseded 010/020] cards that physically exist.

Other than aesthetics, it's all irrelevant, as any program can be written to any card. The Jha card was just a stock card with a Jha sticker on it and an HRC program, for example.

or it means that HRC ran their own specific 'cracked' PGM's, and that program is not on MC28 PGM's

I seem to recall Matt@TYGA saying Christmas's HRC MC28 "SP" had a 525 program. There wasn't much on that bike that was OEM, PGM-IV included, I think.

it sounds like it was a specific PGM and card to match, instead of a single card.

Yes. I am sure he said he tried to get hold of the PGM-IV, but it was returned to HRC in Japan.
