Hello from a new member from Miami, FL. I own a Honda NSR 250. It is a grey import with Japanes papers and I am trying to get a title for it. I only have some Japanese paperwork where I can only read the numbers. I don't even know what year it is. The VIN is MC21-1065213. There is another number on the paperwork which is MC16E. Any help would be appreciated.
The other number on the paperwork with the MC16E is most likely the engine number my father had gave me instructions on how he would get them titled here in California not sure if its that easy anymore here or over there but ill try to find them and maybe you could try it out over ill pm you if I find them
The VIN showing MC21******* is your first clue to narrowing it down. Have you looked at the model history on this site or Jamies NSR page? MC21 models ran from 1990-1993.

Yes I did take a look at the model history. However, I need to find out the specific year of the bike for titling purposes. Thanks for your response.
OK, great. I'm assuming that it's not in the standard colours, as you could identify it from those model history pics.
Under the seat you should find a little white sticker that has a paint code. What does it say?
Does your, and model have a dry clutch? Adjustable suspension front and rear? Magtek wheels? These days a lot of bikes are "bitsas", so identifying the actual model can be tricky. A lot of it is somewhat circumstantial. The parts list on this site also has chassis number ranges for the various models.
Also the Honda model numbers/VINs did not run sequentially, unlike Yamaha's 3XV TZR.
