Modified shims stack on SP shock?

Modified shims stack on SP shock?

Here is another thread about possible mopifications made to my spare frame. This time we are looking at the rear suspension, a fully adjustable Showa rear shock.

Is this the original rebound shim stack setup? It looks a bit to much to me. I can tell by marks on the inside of the shock that is has been opened at least once before, and perhaps then the shims stack was changed for some reason.
