Should rc valve move?

Hi all I've read on the site about the rc valve moving through a cycle when ignition is switched on, but also read that it doesn't, so to clear it up for me which is it? When I turn the key my rc valves don't move, if I start it and rev then they move, if I turn ignition off and turn valve by had then turn ignition on then the valves move, but on odd occasion when I turn ignition on they move slighty does this sound right? I've used search but if you type rc valve you get about 10,00000 hits
Can someone put my mind at rest?

Sounds exactly right;

The RC valves move at power up if they're not in the right place.
They cycle hi-lo early in the rev range.
They don't move properly until about 8000 rpm.

Thanks for the fast reply, I was just going on what my mates 350 ypvs does but what you say makes sence when you put it like that.
