RC Valve Q

I notice on my mc16 that when its idling the rc valves are open, yet when I give it a rev they close then re-open at whatever revs they open at. I guess this is how they all are, but why? This is the first 2 stroke I have owned that does this at idle, most just open at 7k/8k etc.

They open on 2000 and close on 3000 on my. but as long as they do this open and close thing you will know its working.
