Hmmm... building a "fake SP", and thinking of SE/SP caps on R forks, but considering NC35 or even RS forks? Am I missing something?

Why don't you just source SE forks? Easy enough to find, cheaper and easier than an RVF400 conversion, and HUGELY cheaper and easier than fitting NF/NX5 RS250 forks.

For what you'd spend on USD forks, you could probably finish the bike to real SP spec... and for what you'd need to spend on RS forks these days, professionally repaint it too! Really, have you even priced up an NC35 conversion? You need forks, triples, calipers, discs... new head bearings, seals, brake lines, fender, etc., etc., etc.
