I expect the carbs are causing the flutter at 7000rpm then. They don't tend to work well low down.

If you have the chance, try a set of HRC TT-F3 carbs. You may be surprised. The smaller carbs just flow so much better low down, and really give a crisp throttle response, and are good for 75hp+.

Still a great result on an MC28. We've not seen many perform in the mid 60s without a lot of work.
