Got Honda UK to provide a Date of Manufacture letter last Dec for one of my MC28s and they came back as expected. I've just done it again for another MC28 (1996 Repsol) and they've come back saying
"....I am sorry it has not been possible to identify your motorcycle....... a letter must be sort from the vehicle manufacturer" !!!!!!!!!!!!!!
I'm guessing they couldn't be arsed, but I'm going to call to find out. I've done about 3 bike with them now with no problem. Perhaps because they a grey market bikes?
Just out of interest who did you approach to get your certificate?
