Ah the 21/28 steps will bolt up the difference is the setback and the brake master cylinder holes are slightly different look here the tyga ones are for 21/28. notice the oval hole for the master cylinder to take 21/28 . So looking at that a set of 21 stock steps on a 28 will give 8mm back.
