
...you need to bend the little tab the spring/needle is attatched to to get the level correct. It doesn't matter what someone else has done before, and even if you get some new ones, you will most likely have to set them.
If you can't figure it out, take it to a (decent) bike shop. Basic fundamentals like float height setting, spark plug gaps, and idle adjustment should be well within your capabilities before you start messing about with things like HRC jet kits! Without a good base setup, it's never going to run right, and you'll just be compounding the issue by adding richer HRC parts!
