Help identify this front end please

Yes this is another "I can't believe he did that story."

I bought some NSR250 wheels and this front end from a guy to do a conversion on my bike (RZ350). I did check out the wheels and they are correct. I also bought this front end from the same guy. He'd gotten them from some where so I don't think he was trying to unload these on me.

Anyway, I recently acquired a front fender and when I went to mount it, there were no mounting holes on the lowers. That was my first clue. I have looked at the online parts manual here for the MC21 & MC28 and they aren't from that model. I've had some folks say that maybe it is from an earlier model. So, I'm asking the experts here.

There is a decal that says "Showa" on the lower forks. The calipers say "Nissin" on them so that does jive with Honda. There seem to be multiple adjustments available at the top of the fork tubes.

Here are the pics so if anyone knows what these belong to I can figure out what to do from there.
