Have you not opened up the airbox at all?

They don't generally tend to rev much higher... your peak is bang on where it should be, so you won't see 60hp through revs.

I imagine there's some carburetion tweaking left in there and maybe some time for it all to bed in a little if it's freshly rebuilt.
