You often find that if the idle is set too high the RC Valve will open, and that can then cause the revs hang. The RC Valve opens at low RPM briefly to aid in setting them up.
Another reason the RPM can hang is because of an air leak or because of carb inbalance.
The "normal" idle does often appear too low, and it does seem like the bike will cut out at any moment, but so long as the carbs are tuned properly*, there's no reason why it should.
*PJ38's (like Maxim's) can be an exception, as they have no idle circuit. They can be fooled into idling though!
