Carburetor leak from drain pipe

As i fitted my new jets and was ready to test it, i run into this fuel leak problem.
Turned on the fuel tap and a bunch of fuel came out of the float bowl drain pipe.
At first i thought i forgot to tighten the drain screw but soon find it was not the problem. By blowing air into the drain pipe i find that the drain pipe opens to 2 openings inside the float bowl. One at the bottom of the bowl and one opens on this pointy rode that sticks out on the float bowl.
The drain screw will block the bottom opening from the drain pipe while tighten but the opening on the top of the bronze rode will open no matter if the drain bolt is closed or opened.
So what i think is that the float valves are not right, letting the fuel get into the bowl slowly and overflowing through this bronze rode.
So i checked the float hight it was 13mm which i believe is right but i saw something i would like to share. please have a look at the float valve picture and let me know if i should change the float hight to a greater value for it to push in the spring completly.
Or get new float valves. Thanks for looking at my pictures.
