Appreciate your advice.

Recently i have sent my MC28 Frame for treatment and yesterday i was doing assemble and fixing the wiring. Everything was going smoothly, bike could start, test ride etc, until i tried the handle lock. The lock could not be release when i insert the card. Initally i though it was the fuses blow and i replaced them but to my surprise when i trigger the fuses the bike can start (Showing Temp and 030) but the handle lock is still unrelease even thought the bike can start.

May i know what are the possible faults and how to release my handle lock?
