In the US a clean 21 can be had for $6k or so, a clean 28 about $3k more.

Now if you're talking a low mileage all original mint condition bike, add another $1k+ to those figures.

In the US I don't think the reason 28's are more valuable has anything to do with molested or unmolested. We just don't dig the antiques.
