when I raced touring cars, the quick and dirty fix (that is, if you've already paid entry, and you're going to lose it if you don't pass the noise test) is to cram coarse steel wool into the exhaust pipe, and secure it with something so it doesn't fly out.

You'll be down on power, but desperate times call for desperate measures
