Yes,

With the PV setting hole and pointer lined up the valve is still closed by almost 2mm.

If at full HI on your servo motor your power valve is only lined up with the markings then your valves are still not fully open. Full open positon is about 1.5mm passed the line/hole on the barrel.

This is why you disconnect the TPS turn the ign on and adjust the valve to the set postion. NOT blip the motor to 3k and then set the power valve up to the barrel markings. If you do do this then the servo will try and close the valve to far and good buy PGM.
