Steve's 300 running the 39mm carbs felt like a quiet, light, slightly quicker RVF400 that ran out of revs too quickly.

No it's not, it's flat fact based on experience.
I have a 60+bhp 250, 65+bhp RVF400 and have ridden them both back to back with my mates CBR600 racebike and have ridden (and droppped ) Steve's 70+bhp 300.
