yes, actually anything under 300cc is legal
as long as it passes inspection
but a bike with a title is better

id consider a non titled bike if it has all the electrical
or if not, it would have to be cheap, and then id work on it over the winter

i recently saw an awesom deal on a 93 nsr 250 about 6 hrs away, but i have yet to get in touch with the person. not sure if its still avail
