I wouldn't expect to see a "puddle" of oil in the bottom of the cases, but they will most likely be wet... unless you are building it because one side seized through poor lubrication!!

Answer to the other question is yes... 2T lubes the crank bearings, transmission oil/4T engine oil lubes the gearbox.
