It's something your end I'm afraid.

I "test" the Online Parts Manual every time I post a link to it, or whenever there is a question about it, and it always comes back down to the viewer's computer settings.

In no particular order, the common faults are screen resolution, Javascript, and firewalls.

I test the pages with MS Internerd Explorer and Mozilla Firefox.
