It'll be OK to rebuild just the lower cylinder, but measure the top up while it's apart. Do you know when it was last rebuilt? It may be due a set of rings at least anyway, and while it's apart it makes sense to do it, especially if you are ordering rings from abroad, as it will only add a few cents to the shipping!
