Make sure that the hand grip is not binding on the outside end of the handlebar (grip touching the handlebar) as this can cause the throttle tube to hang up. Also check that the grip is not pushed to far up on the throttle tube and binding against the throttle/killswitch housing (there should be a plastic washer between the grip and housing). I have seen both of these scenarios cause binding before.
