Your best bet is most likely Yahoo! Auctions in Japan.

Bear in mind that any "new" card is going to have to be programmed to your PGM-IV. I'm not sure if there's anyone in the USA that can do it, so you will need to send your PGM-IV abroad. (T2Racing can program cards to stock or HRC spec. HRC spec will need the stock wiring harness modified, or an HRC harness, to utilise.)
