The holes are for "pinning" the components in position to correctly adjust the cable tension, and don't correspond with "fully open".
When rotated anti-clockwise, the valves close.... drop down, as you put it.
MC16 final adjustment should be performed as follows:
With the engine running, at 2000rpm the valves will open, and the pointer on the pulley and indicator on the backplate should align. Shut the motor off with the kill switch (while the valves are in the open position), and adjust if necessary.
Check that at 3000rpm the RC Valves close again, to ensure correct operation of the servo and control unit.
