Can't help with R2/4J flywheel ID, but I suspect RobH will know. He'll probably be around soon.
TA21A, as I'm guessing you already know, are PGM-II carbs. They can probably be made to work, but honestly, you're in a real grey area and there's no support for the configuration. While the castings are all the same externally, the internal galleries differ in each variant, to correspond with the PGM fuelling/air correction. (PGM TA20A | PGM-II TA21A | PGM-III TA22/TA22B)
I'm sure I'm stating the obvious here, but if you're going to use the PGM-II, then you should fit the complete harness, flywheel, pickup coils, TA21 carbs, and air correction solenoids & plumbing etc., as it's all designed to work in harmony... which it does very well.
I guess there are three main questions to ask yourself...
1. How original do you want it?
2. Do you have more 88 or 89 components?
3. Which of the 88 or 89 components are in the best condition?
Ultimately, my advice would be to bite the bullet and sell off the PGM-II stuff and get it all back to original. Obviously you need to identify which harness version you have to ensure you collect to correct parts.
