Are you talking about the pre=load adjuster or damping needle?

If it is the needle, you wind out the needle to fully out then turn it in 10 clicks. You also spin the lock nut down to the bottom of the thread.
You then screw the fork top onto the damper road until it just touches the needle finger tight. Adjust the needle three clicks out.
Then spin the locknut up to the bottom of the fork top assy. and tighten (try not to let the fork top assy. move)

If it is the preload adjuster then then I don't think the lock nut on the damper rod has anything to do with that adjuster, it only concerns the damper rod.
Adjust the preload nut to its weakest setting.
Spin the locknut to the bottom of the thread and fit on the fork top to finger tight, then bring up the lock nut. Tighten to factory torque value.

That being said both sides should always be equal 👍

I have not worked on the non-SE type forks so this is guidance from looking at the workshop manual, you may be seeing something different.
