MC28/21 front wheel alignment

Thanks for looking at the post...

I have an MC21 with MC28 forks fitted and MC28 callipers to match. I came to refit the front wheel and it just doesn't look quite right regarding spacing, I wondered if anyone can help?
The large spacer is fitted to the right of the wheel as you look at the bike from the front, the smaller spacer is fitted to the left. The overall spacing looks correct in terms of overall length including the hub.

The discs seem to run central(ish) in the calipers (or near enough) but the discs rivets are a much closer clearance on the left fork leg than on the right.
I have included some images so you can see what I am describing...my questions are:
Does the '28 have uneven length spacers and do I have mine fitted in the correct orientation?
Is there a way to confirm what discs are fitted to this wheel? They are OEM Honda, just wondering if the offset is correct.
What an acceptable clearance value fork lower to disc should be?

Any help greatly appreciated 👍

Note: There is roughly 4mm clearance one side and maybe 1.5mm on the other...
