Hi there yes you can use the 35 yokes you need to grind the weld off under the the stem of both yokes
21 an NC 35 use 21 stem in 35 lower re weld you need a Tyga steering restrictor because the lower hits the radiator on The rhs , the 35 brakes are good to use also 21 front wheel you need 35 spindle and 2 of the thicker 21 spacers to centralise the wheel
